This dish is a favorite of the people of Sikka, Maumere, East Nusa Tenggara. I got the recipe from my aunt, Elisabeth Dawan de Ornay, who come from Sikka, Maumere, and likes to cook fresh fish in sauces rich in spices.
Cut and clean the fish before rubbing it with salt and lime juice. Set aside to marinate.
Finely slice shallots and garlic. Set aside.
Bring water to boil. Add sliced shallots, garlic and kaffir lime leaves, boiling until fragrant.
Add fish, noni leaves, and bilimbi. Lower the heat and cook until fish changes color and becomes tender. Remove from heat. Serve.
