Bring water to a boil, add in penne and cook until al dente. Strain, and put aside penne and pasta water separately.
Heat pan, sauté spice paste until fragrant.
Add in minced meat, add salt, sugar and pepper, mix well and cook until meat changes color. Adjust taste with salt and sugar as desired.
Add in cooked penne, add 3 tablespoon pasta water then mix well to give glossy appearance.
Remove from heat and serve.
