Soto: boil beef until tender. Remove the beef from the pan and thinly slice. Keep the boiled water for stock.
Boil offal until tender. Add cardamoms, cloves, and ginger. Let the spices infuse. Remove the offal from the pan and thinly slice. Throw the boiled water.
Stir-fry grinded spices with kaffir lime leaves until fragrant. Put stir-fried spices, thinly sliced beef and thinly sliced offal into a pan of stock. Cook on low heat until fragrant and done. Sprinkle with thinly sliced spring onion and fried shallots.
Soto sauce: boil ingredients. Grind well and stir-fry until drained. Set aside.
